Child Care Subsidy (Day Care) Fraud & How to Report It
The Child Care Subsidy Program is an income-eligible program that helps parents and/or caretakers pay some or all of their child care service costs.
Child Care funding is limited, and fraud takes financial assistance away from eligible residents who need this program.
The Rockland County Department of Social Services is committed to ensuring that only those residents eligible for Child Care Subsidies receive them. They have partnered with the Rockland County District Attorney's Office to stop Child Care Subsidy Fraud and have established this webpage so community members, such as yourself, can report suspected Child Care Subsidy Fraud.
If you suspect someone you know has committed fraud, please take a moment and let us know. You may remain anonymous. The sources of all fraud allegations are kept strictly confidential.
Child Care Fraud can occur by:
Applicants and Recipients
Child Care Fraud may exist when an applicant for, or recipient of, Child Care Services, deliberately provides the Department of Social Services with false or incomplete information, OR omits important information, to receive or retain child care services to which they are not legally entitled to receive.
False, incomplete or omitted information for any of the following may constitute fraud:
- Household composition (either someone moved into the home or moved out)
- Household income
- The need for child care services
- Residency
- Other material facts
Child Care Providers
Child Care Fraud may exist when a provider of Child Care Services deliberately:
- Falsifies or alters attendance records to mark a child present who is not and bills the Department of Social Services for services not rendered
- Shares child care subsidy monies with the recipient
- Charges the Department of Social Services more when caring for a child whose family receives a child care subsidy than the provider charges members of the general public

No. You may remain anonymous. The sources of all fraud allegations are kept strictly confidential.
Can I report suspected fraud that involves other public assistance programs, such as Public Cash Assistance (Welfare), Food Stamps, Medicaid/Family Health Plus, and the Home Energy Assistance Program (HEAP)?
Yes. You may report suspected fraud involving all other public assistance programs by using the same methods given above.
