Rockland County's Children and Family Services 2015 Annual Plan Update is now available for public comment. The County's Department of Social Services (DSS) and the Youth Bureau are required by statute to develop and submit to New York State a local multi-year plan for the provision of services and the allocation of resources, including the required Persons in Need of Supervision (PINS) Diversion Plan that is developed by DSS, the Youth Bureau and the Department of Probation.

DSS is amending the plan to indicate: County does not provide child care subsidies to families participating in an approved activity in addition to their required work activities, unless the activity becomes part of their approved employment plan; the re-certification period for all open subsidy cases is 12 months.

The public and providers of services are invited to comment on the plan amendments until March 4, 2015 in a letter addressed to Commissioner Susan Sherwood, Rockland County Department of Social Services, 50 Sanatorium Road-Building L, Pomona, NY 10970.

Programs & Services

The Rockland County Department of Social Services (DSS) offers a wide range of eligibility programs and services to families and individuals to assist them in meeting their basic needs for food, shelter and medical care. 

We also offer a broad range of support services, including services to strengthen family life, prevent family disruption, promote individual functioning and keep families together; temporary placement in foster homes, group homes or institutions; and services to help the elderly or disabled remain in their own home.

Support Services:

  • Children and Family Services provides preventive and protective services to children, adults and families.
  • Adult Services provides monitoring of home care services to Medicaid recipients.
  • Legal Services encompass many areas, including initiating Child Support orders, investigating fraud and recoupment from recipients when assets or resources are later uncovered.
