TOR #59 & Loop #3 College Road Bridge Detours End on 11-24-21

With the re-opening of the College Road Bridge, the TOR #59 and Loop #3 detours have been lifted. TOR #59 and Loop #3 will resume their regular routes on College Road. Buses will no longer detour using Spook Rock and Highview Roads.

Public Comment Opportunity - NYC Central Business District Tolling Program

Rockland County residents have an opportunity to comment on the MTA's proposed Central Business District Tolling Program (CBDTP).  A series of virtual public meetings were held to share input and concerns ahead of the release of the project's required Environmental Assessment (EA).  Residents may now still comment by phone or in writing.

The MTA is required to conduct the EA in accordance with the National Environmental Policy Act (NEPA) to evaluate the potential effects of the proposed CBD Tolling Program.  The MTA Reform and Traffic Mobility Act passed in 2019 states that the MTA's Triborough Bridge and Tunnel Authority (TBTA) needs to design, develop, build, and run the Central Business District Tolling Program (CBDTP).  The Act says the CBDTP must:
  • Charge passenger vehicles only once each day for entering or remaining in the Central Business District (CBD)
  • Change the toll rates at set times or days; this is called variable tolling
  • Allow residents of the CBD making less than $60,000 to get a New York State tax credit for CBD tolls paid
  • Not toll qualifying authorized emergency vehicles and qualifying vehicles transporting people with disabilities
The Act also requires that a Traffic Mobility Review Board (TMRB) be established to recommend toll rates to the MTA’s TBTA Board, which has final say on what the rates could be. The Review Board must also recommend a plan for credits, discounts and/or exemptions for tolls paid the same day on bridges and tunnels and some types of for-hire vehicles.  These recommendations will be especially important to Rockland County residents who could be negatively impacted if "double tolling" is allowed to occur as part of the CBD Tolling Program.

TOR #59 Detour - Route 59, Spring Valley

The TOR #59 bus is temporarily being detoured and is unable to serve the section of Route 59 between the Exit 14 Park & Ride Lot and South Central Avenue in Spring Valley. TOR passengers can meet buses either at the Exit 14 Park & Ride Lot on the East end, OR at the intersection of Route 59 and South Central Avenue. This detour will be in effect until further notice.

The NY State Department of Transportation (NYS DOT) has established a temporary weight restriction on the Route 59 bridge over Pascack Road (County Route 35). This restriction is due to a recent bridge inspection, and the restriction has changed the types of vehicles that can safely cross the bridge. The TOR buses are among the larger and heavier vehicles that must follow the detour until further notice.

Face-coverings required for TOR and TRIPS bus passengers

Federal law requires face masks to be worn while entering/exiting and riding the bus*.

- Federal law requires wearing a mask while on the bus and failure to comply may result in denial of boarding or removal.
- Refusing to wear a mask is a violation of federal law; passengers may be subject to penalties under federal law.

Only customers wearing a face mask will be allowed to board and ride the bus.

Notice for TOR Riders

The Rockland County Public Transportation Department and its bus operator, Transdev, are committed to the health and well-being of our TOR customers. 

To comply with State and Federal requirements and reduce the spread of COVID-19 (Coronavirus), customers are asked to please continue using these ongoing precautions to avoid contact with and spreading germs: 

  • Wear face coverings or masks while onboard, as required
  • Stay home if you are sick
  • Keep a distance of 6 feet from others
  • Wash hands often with soap/water for at least 20 seconds
  • Use hand sanitizer
  • Avoid touching your eyes, nose and mouth
  • Cover your mouth and nose with a tissue or sleeve when sneezing or coughing

TOR buses continue to be cleaned and sanitized on at least a daily basis.

In-person services are available without an appointment at the Rockland County Department of Public Transportation, Building T, Yeager Health Complex, Pomona.  Customers/visitors should call the Public Transportation Department upon arrival at (845) 364-2064.

  • Masks or face coverings are required for visitors over two years of age.
  • Visitors will need to participate in a COVID-19 screening and temperature check. *
  • Please practice social distancing.

* If you have proof of full vaccination, visitors may show that proof upon entry, which will waive the COVID-19 screening and mask requirements.

The Transit Information Center has remained open throughout the pandemic to assist with schedule information, applications and other questions/concerns by phone, mail and email. Customers may continue to call the Transit Information Center at (845) 364-3333 (Monday through Friday, 9 am to 5 pm), or email to TransitHelp@co.rockland.ny.us.

Metro-North Continues to Cross-honor Pascack Valley Line Tickets

All Pascack Valley line rail tickets continue to be cross-honored on Metro-North's Hudson and Harlem lines in Westchester.  

The cross-honoring will continue until NJ TRANSIT restores the three trains that have been temporarily discontinued while the agency installs Positive Train Control equipment on its rail fleet.

The three trains that have been temporarily discontinued on the Pascack Valley Line include:

Inbound Train #1618 – the 7:59 am Metro-North express from Spring Valley.  As an alternative, customers may wish to take:

  • The 7:37 local from Spring Valley, arriving Hoboken at 8:50 AM and New York-Penn at 9:06 AM, the same time as the cancelled 7:59 AM train. 
  • The 8:08 AM local from Spring Valley will depart five minutes earlier, at 8:03 AM, and will not stop at four stations in New Jersey, reducing the overall travel time on this train. It will arrive Hoboken at 9:09 AM and New York-Penn at 9:22 AM.

Outbound Train #1639– the 7:20 pm Metro-North express from Hoboken (7:08 from NY Penn).  As an alternative, customers may wish to take:

  • The 6:48 PM local from Hoboken (6:41 PM from New York-Penn Station) arriving Spring Valley at 8:03 PM.
  • The 7:29 PM local (7:20 PM from New York-Penn Station), arriving Spring Valley at 8:40 PM.

Outbound Train #9653– operates only on Friday afternoons and holidays at 2:58 pm from Hoboken (2:51 from NY Penn).
