Local Municipal Services Resources & Forms

The Rockland County Department of Personnel is responsible for administering the New York State Civil Service Law for all classified positions in County level government, as well as the County's local jurisdictions. An essential part of the administration includes an evaluation of a candidate's merit and fitness by reviewing applications for examination and employment, through the administration of civil service examinations, the creation and maintenance of eligible lists and the statutorily required recording and audit of all personnel transactions in the public service.

The Local Municipal Services (LMS) Unit is the main point of contact for Rockland County's local jurisdictions which are comprised of towns, villages, school districts, certain libraries and special districts. LMS oversees and approves all employee transactions for each local jurisdiction making sure they abide by New York State Civil Service Law and Rockland County Civil Service Rules. Examples of these transactions include position appointments, completion of probationary periods, salary changes, promotions, leaves of absence and other human resource related transactions. LMS also works closely with local jurisdictions and their employees with respect to position classification and reclassification. Accordingly, LMS maintains a comprehensive record for each jurisdiction that includes employee rosters and position records and verifies this information on a yearly basis via payroll certifications.
