Public Review and Comment Period Open for Replacement of Townline Road and Hungry Hollow Road Culverts and Rehabilitation of the Call Hollow Road Bridge
New City, NY, - County Executive Ed Day and Highway Superintendent Charles “Skip” Vezzetti announce that the public review and comment period is open for projects that include the replacement of culverts on Townline Road on the border of the Towns of Clarkstown and Orangetown and on Hungry Hollow Road in the Town of Ramapo and the rehabilitation of the Call Hollow Road Bridge over the Minisceongo Creek in the Town of Haverstraw. The three projects will be combined into one construction contract, with work scheduled to begin in the Spring of 2021.
In lieu of a typical public information meeting and in response to the COVID-19 pandemic, pre-recorded video presentations and the project design reports and plans are available for review online and the County will be accepting public comment, concerns and suggestions via email. Public input will be accepted through Friday, August 14, 2020.

Project plans can be accessed and reviewed in-person at: the Rockland Highway Department (23 New Hempstead Road, New City) between the hours of 9am and 5pm (Monday to Friday). Comments can be handwritten and submitted at the time or submitted afterward through Friday August 14, 2020. Please note that persons reviewing the project plans at the Highway Department will be subject to County Covid-19 protocol, which includes wearing an approved face covering and receiving a non-invasive temperature check upon entering the premises.

Project Description and Schedule:
The project includes the replacement of a culvert on Townline Road over a tributary to the Hackensack River at the intersection of Hartshorn Lane. The new culvert will be more durable and corrosion resistant and will improve the hydraulic characteristics of the existing culvert. The project will also include new pavement within the project limits, drainage improvements and the installation of proper guide rail protection.
The culvert on Hungry Hollow Road to be replaced is located between Raymond Avenue and Sparrow Lane and carries the roadway over a tributary of the Saddle River. In addition to the culvert replacement, the roadway will be repaved within the project limits and the sidewalk along the roadway will be replaced with new ADA compliant sidewalk and supported by the construction of a new concrete retaining wall with new protective guide rail.
The Bridge Rehabilitation Project on the Call Hollow Road Bridge over the Minisceongo Creek will include repairs to the concrete and steel of the existing structure and replacement of waterproofing between the culvert and roadway pavement. A concrete retaining wall will be constructed along the Minisceongo Creek to protect the roadway from erosion and new guide rail will be installed to protect the traveling public.
It is anticipated that construction will begin in the Spring of 2021 and should be complete by the end of 2021.
