Multiple Dwelling Rental Registry
The Rockland Codes Initiative (RCI) Multiple Dwelling Rental Registry is in effect. View the Rockland County Sanitary Code, Article XIII, Section 13.8.1. All multiple dwellings with three (3) or more rental units -and- All rooming houses must register and obtain a Multiple Dwelling Rental Certificate. Failure to comply is a violation of Article XIII, which may result in penalties of $2,000.00 per day.
How to Register
1. Complete the MDRR application:
Requirements:
- Information needed from property deed: Grantor, Grantee, Deed Number, and Purchase Date.
- Certificate of Occupancy (CoD): The CoD must be in electronic format (scanned or photographed), uploaded and submitted with the application. If you do not have a CoD, you may obtain a copy from the property town clerk.

Please note:
- Deeds are filed with the Rockland County Clerk’s Office upon sale or transfer of the property.
- Certificates of Occupancy are issued by the local Building Department.
2. Submit your one-time registration fee:
The one-time registration fee is $25.00 per unit.

3. Obtain your certificate:
Upon review and approval of the application, and receipt of the fee, the Department of Health will issue the Multiple Dwelling Rental Registry Certificate.
NOTICE:
- The Rental Registry Certificate is subject to all terms specified in the Rockland County Sanitary Code, Article XIII, Section 13.8.1 , and agreed to upon completion of the application.
- The Rental Registry Certificate remains in effect unless and until one or more of the terms are violated.
- Rental Registry Certificates are non-transferable, and are subject to suspension or revocation by the Commissioner of Health for failure to comply with all applicable laws.
