County Executive Ed Day Announces Staffing Changes
Names New Deputy County Executive
New City, NY, - County Executive Ed Day announced several staffing changes in his Office which will take effect on Monday, February 28, 2022. Deputy County Executive Guillermo Rosa retired today, Friday, February 25, 2022, and will be replaced by current Chief of Staff Mike Hoblin. Deputy County Executive Guillermo Rosa is a native of Puerto Rico and the highest-ranking Latino official to ever serve in the county. He retired from his last Pentagon assignment as a Lieutenant Colonel (Army) in 2014 after serving as a Military Advisor to two US Ambassadors at the United Nations.
"Guillermo Rosa has been by my side since I first took office in 2014 and moved mountains in service to Rockland residents. Guillermo is directly responsible for many of the transformational initiatives we have implemented within county government over the last eight years and has led the charge of modernizing and reforming county operations, and for repurposing the Robert Yeager Health Complex in Pomona. While Guillermo's retirement is undoubtedly a loss for our County, he will be capably replaced by my current Chief of Staff Mike Hoblin who has served in his position since 2019. I am fully confident in Mike's abilities and know he will continue to help me lead Rockland in the right direction," said County Executive Ed Day.
During his time as Chief of Staff Mike Hoblin has overseen the day-to-day administration of programs, services and operations, and worked directly with Department Heads and Commissioners to ensure effective organization and coordination county-wide. The current Director of Strategic Communications, John Lyon will be promoted to fill the Chief of Staff role.
"John Lyon has done an incredible job keeping the public informed during crisis situations and has improved the overall reach and quality of the County's regular communications efforts. Since joining my administration in 2018, John has worked closely with Department Heads and Commissioners to organize and publicize the work of our many dedicated employees and is a natural fit to take on the Chief of Staff role," said County Executive Ed Day.
Former News 12 Hudson Valley reporter Beth Cefalu has been named the new Director of Strategic Communications. Beth Cefalu has covered a wide range of topics in the Hudson Valley and Rockland County since 2019 and has worked in the news industry for nine years.
"I am proud to share the news of this great addition to my executive team. I have no doubt that Beth Cefalu will continue the tradition of timely and valued communication coming out of county government. Beth understands the issues facing our residents and will help us continue to highlight the many positive programs and initiatives taking place in Rockland," said County Executive Ed Day.
The Deputy County Executive job pays $169,942 annually and requires the confirmation of the Rockland County Legislature. The Chief of Staff job pays $137,955 annually. The Director of Strategic Communications job pays $110,708 annually.
"These staffing changes will help keep Rockland on the right track as I serve the next four years as your County Executive. We have made incredible progress since 2014, but significant work remains. I will not kick the can of necessary improvements down the road to future generations. Together we will continue down the path of fiscal responsibility, responsible economic growth and protection of our precious resources and natural environment," concluded County Executive Day.
