Rockland County Announces Opening of New Monsey Park & Ride Facility
New City, NY, – County Executive Ed Day and the Rockland County Department of Public Transportation have announced the opening of the County’s newest commuter parking facility. The new Monsey Park & Ride Facility is now open at the intersection of Route 59 and Saddle River Road (County Route 73) in Monsey. The new facility replaces the leased facility at the former Route 59 drive-in theatre site. Parking is free of charge and no permit is required. The lot is accessible from Route 59 at the new Friedman Way entrance (next to Key Bank) or from Saddle River Road at the new Baron Court entrance (across from Monsey Glen Park).
The lot was constructed on NYS Department of Transportation (NYS DOT) surplus property provided to the Town of Ramapo via a Use and Occupancy agreement with NYS DOT. The Rockland County Department of Public Transportation developed and managed the Park & Ride project.
“We are pleased to be able to provide this new parking facility for Rockland residents,” said Rockland County Executive Ed Day. “Thanks to hard work, patience and the partnership established between the County, NYS DOT and Town of Ramapo, we were able to make this facility come to fruition. Building this facility was no easy task, and we are grateful to each of the project leaders and staff who persevered to get the job done."
Ramapo Town Supervisor Michael Specht said, “This facility will serve as an integral link between our Town and County and other locations throughout the greater New York area and we are delighted that our commuters will have the opportunity to use it on a regular basis. The construction and opening of the new Monsey Park & Ride Facility is a prime example of the benefits of intergovernmental collaboration and we express our thanks to the County of Rockland and the NYS Department of Transportation for partnering with us and working to make this important project a reality.”
The Monsey Park & Ride serves the Hudson Link and Monsey Trails commuter bus services, and in the future may be a stop for other public transit options. The project also created a new roadway and sidewalk network and enabled re-striping of turn lanes on Route 59 & Saddle River Road. The facility was funded with a grant from the Federal Transit Administration, a grant from the NYS DOT Modernization and Enhancement Program, along with other Federal, State and local transportation funds.

We are proud to be an integral partner in Rockland County’s transportation initiatives.”
The New Monsey Park & Ride offers approximately 300 parking spaces along with ample lighting, designated passenger waiting areas with shelters, bike racks, a bus layover area, professional landscaping, and other modern amenities. The lot also offers electric vehicle (EV) charging stations for commuters, providing EV charging hookups for up to three electric vehicles.
“511NY Rideshare is thrilled to partner with Rockland County Government to promote sustainable transportation options,” said Heliana Higbie, 511NY Rideshare Regional Program Manager. “511NY Rideshare maintains a database of nearly 500 Park & Ride lots throughout New York State. We applaud the County’s efforts to provide resources that encourage residents to shift their travel mode from driving alone to taking transit, ridesharing, or bicycling, to reduce worksite parking demand, traffic congestion, and greenhouse gas emissions.”
Cost for the Monsey Park & Ride was approximately $8.3 million. As with all of Rockland County's transit services and projects, no County tax dollars were needed for this project.
The County carried out the project using professional services contracts with:
- MJ Engineering and Land Surveying, P.C. (Clifton Park, NY) - Environmental, Engineering and Design
- HVEA Engineers (Chestnut Ridge, NY) - Construction Management & Inspection Services
- Tomco Construction Inc. (Mount Arlington, NJ) - Construction
The new facility replaces the existing Monsey Park & Ride lot at the former Route 59 drive-in theater, which the County had leased since 1999. The new Park & Ride facility will be maintained by the Town of Ramapo using Federal Travel Demand Management funds awarded to the County Department of Public Transportation.
