New City, NY - County Executive Ed Day signed the Resolution ratifying the Memorandum of Agreement between the County of Rockland and the Rockland County Sheriff's Deputies Association for the period of January 1, 2017, through December 31, 2019.
The County of Rockland and the Sheriff's Deputies Association have negotiated the terms of the collective bargaining agreement which resulted in the Memorandum of Agreement.
Omar Munoz, President of the Sheriff's Deputies Association, came to the signing and said, "this new contract is important to the Sheriff's Deputies. It allows us to focus on the future and continue protecting the residents of Rockland County to the best of our ability."
County Executive Day said, "as a former member of law enforcement, I take great pleasure in signing this Resolution. The Sheriff's Deputies play a key role in providing for the safety and security of Rockland residents. We appreciate their working diligently with us to settle this contract."
Last year, County Executive Day included $4 million in the 2018 Budget to settle open union contracts. He called upon the County Legislature to add additional funds so that we could reward our employees who for so long have gone without a contract, but they failed to do so.
His administration aims to settle as many open union contracts as possible, but the funds must be available to do so in a fiscally responsible manner. The 2019 Proposed Budget allocates $1.5 million for open contracts, but this is simply not sufficient to cover those increases or to cover all employees.
The County will continue to look at any potential end of year surplus monies and make every effort to allocate a portion to union contracts. During his 2019 Budget announcement County Executive Day challenged the Rockland County Legislature, as they are the appropriating branch of government, to join him in this effort and include money to settle union contracts.
County Executive Day concluded his Budget announcement with the following message, "I look forward to working with our union representatives, through the collective bargaining process, and with the County Legislature on this issue. While we wish to properly recognize and remunerate our employees, we will not spend money that we do not have, a flawed strategy that nearly sunk us a few years ago."
