Consumer Protection/Weights & Measures

The Rockland County Office of Consumer Protection/Weights & Measures guards and serves Rockland County consumers while ensuring a competent and fair marketplace. To support this effort, our office fosters relationships with consumer and public interest groups, the business and professional community, law enforcement and other government agencies. We protect Rockland County consumers through oversight, enforcement and licensing of professionals. Our office has Inspectors who patrol the county for unlicensed activity, enforce NYS Agriculture & Markets Laws and safeguard and protect employees by ensuring that contractors provide the appropriate safeguards. We are committed to prevent, reduce or eliminate unlicensed activity and harmful conduct by licensed professionals who pose a threat to the health, safety and welfare of Rockland County residents.

NOTICE:

The Office of Consumer Protection window on the 8th Floor of Building A is open to the public.  However, due to ongoing COVID concerns, the drop box in the lobby adjacent to the security station will remain in operation.  You may continue to personally deliver documents by placing them in the drop box.  Office personnel will collect the documents with frequency as well as at the end of each business day. 

ATTENTION:

Beginning August 5, 2023, anyone applying for a Home Improvement License - General Contractor (A6 or B6) will be required to sit for a General Contractor's examination administered by Brewster Technology located at 16 Mount Ebo Road, Suite 18, Brewster, NY 10509.  This includes anyone who has submitted an application prior to August 5, 2023 but has not completed said application.

Home Improvement Contracts 101 - How to Write a Contract in Rockland

Charlotte Ramsey from the Rockland County Attorney's Office and Michele Durso from Consumer protection will outline the basic requirements of a simple contract in lay person's terms. We will also present and highlight a template that contractors can use in the context of Home Improvement agreements with local consumers. This template is in compliance with the Laws of Rockland County, Chapter 286 -12 relating to Contract Requirements in the law Licensing Persons Engaged in Home Improvement Business and Swimming Pool Construction.

Consumer Protection

The Rockland County Office of Consumer Protection was created in 1970. Its purpose is to protect consumers as prescribed by local law. We accomplish this through the following:

  • Grant and administer contractor licenses in a variety of trades.
  • Enforce and deter illegal contracting activity.
  • Receive and investigate consumer complaints regarding unfair dealings or fraud.
  • Educate consumers about Rockland programs designed to protect them.
  • Assist in the development of laws to further protect and promote the interests of the Rockland County consuming public.
  • Keep abreast of consumer fraud, scams and issues and take any and all appropriate measures to combat them.

Our Mission: To protect Rockland County Consumers by providing a safe and fair marketplace through oversight, enforcement and licensing of professionals.

Weights & Measures

This Department is responsible for enforcing New York State Agriculture & Markets Laws. Some duties performed are:

  • Annual scale inspections
  • Fueling station inspections
  • Octane samplings
  • Package and labeling regulations and compliance

All measures and countermeasures that we implement are designed to ensure that the residents of Rockland County consistently receive what they are paying for.
