Analysis of Impediments to Fair Housing Choice (AI)

Analysis of Impediments (AI) is a review of impediments or barriers that affect the rights of fair housing choice. It covers public and private policies, practices, and procedures affecting housing choice. Impediments to fair housing choice are defined as any actions, omissions, or decisions that restrict, or have the effect of restricting, the availability of housing choices, based on race, color, religion, sex, disability, familial status, or national origin. The AI serves as the basis for fair housing planning, provides essential information to policy makers, administrative staff, housing providers, lenders, and fair housing advocates, and assists in building public support for fair housing efforts.  To see the full document, please click below.

Consolidated Annual Performance Report 2010 (CAPER)

The overall goal of the community planning and development programs covered in a Consolidated Plan is to develop viable urban communities by providing decent housing and a suitable living environment and expanding economic opportunities principally for low- and moderate-income persons. The primary means towards this end is to extend and strengthen partnerships among all levels of government and the private sector, including for-profit and non-profit organizations, in the production and operation of affordable housing.

The consolidated submission requires the jurisdiction to state in one document its plan to pursue these goals for all the community planning and development programs, as well as for housing programs for a five-year period. Each year, a Consolidated/Action Plan addresses the jurisdiction's plan.
